RECURSOS ORÇAMENTÁRIOS DESTINADOS AO CUMPRIMENTO DA MISSÃO CONSTITUCIONAL DA FORÇA AÉREA BRASILEIRA (FAB) NO QUINQUÊNIO 2017-2021

Abstract

O texto apresenta uma análise sobre o cumprimento da missão constitucional da Força Aérea Brasileira (FAB) no período de 2017 a 2021, levando em consideração a relevância da instituição na garantia da soberania nacional. Possíveis diferenças de investimentos financeiros na área de defesa são alvitrados observada a transição de governos distintos no período analisado. Foram utilizadas técnicas de análise documental para selecionar e tratar as informações das legislações citadas, além de técnicas de levantamento para obter os dados relativos aos orçamentos da FAB. O estudo avaliou se os objetivos estipulados no âmbito da Política Nacional de Defesa (PND) estão sendo alcançados através das Ações de Força Aérea previstas na Diretriz do Comando da Aeronáutica (DCA) 1-1 e norteadas pelo Plano Estratégico Militar da Aeronáutica (PEMAER). Os impactos dos orçamentos pagos no cumprimento das Ações de Força Aérea também foram discutidos. Em conclusão, percebeu-se que o orçamento da FAB aumentou anualmente, possibilitando não só avanços no desenvolvimento de tecnologia de defesa, mas também a aquisição de satélites e equipamentos modernos e a realização de um número crescente de Exercícios Operacionais.
