Políticas de vivienda social con perspectiva de género en el posconflicto colombiano

Abstract

La transversalización del género en los seis puntos pactados en el acuerdo de paz colombiano constituye un avance en la erradicación de la violencia que sufren las mujeres por su condición en la sociedad. En el caso de los Programas de Desarrollo con Enfoque Territorial, las mujeres ocupan el 40% del territorio en áreas rurales y el 22% a nivel nacional. El objetivo es examinar la política de vivienda con perspectiva de género en el marco del acuerdo de paz colombiano en los PDET desde la política de reducción de la pobreza. La metodología es cualitativa, se analiza la política de vivienda a partir de la norma que soporta a los planes nacionales para la reforma rural integral, Planes de Acción para la Transformación Regional de las subregiones de estudio y los pactos municipales. El principal resultado es que la política de vivienda con enfoque de género, a pesar de estar definida en la norma, presenta mejores resultados de ejecución en el acceso a la vivienda en general que diferenciada por género. No obstante, se debe reconocer que sin el esfuerzo normativo no se estaría avanzando en materia de vivienda social para las mujeres en el posconflicto.
