Governança ambiental na América Latina: uma análise comparativa da adesão dos países da região ao Acordo de Escazú

Abstract

Este artigo examina os fatores que influenciam a adesão de países da América Latina a tratados ambientais internacionais, utilizando o Acordo de Escazú como estudo de caso. Utilizou Análise Comparativa Qualitativa (QCA) para identificar as condições para assinatura e ratificação. O estudo argumenta que a governança ambiental global enfrenta desafios na região devido a fatores políticos e institucionais internos, como a relação entre executivo e poder legislativo. A análise da assinatura do Acordo de Escazú revelou que os fatores mais relevantes são o alinhamento ideológico do governo à esquerda e a matriz energética que utiliza fontes limpas. A ratificação, por sua vez, está associada a uma configuração mais específica: países amazônicos governados por partidos de esquerda e países com grande extensão territorial. O estudo conclui que a ratificação é um ato político de alto risco, que reflete as dinâmicas internas e a capacidade do Executivo de construir consenso no Congresso.
