Quand l’accueil force la transition : migrations, insécurités et transformation urbaine à Garoua Boulaï

Abstract

Les déplacements de populations d’une localité à une autre sont de nature à modifier les espaces d’accueil. À Garoua Boulaï, les migrations pour des causes humanitaires qui ont entraîné l’installation des populations centrafricaines ont mis en lumière l’insuffisance, la défectuosité ou l’absence des dispositifs urbains d’accueil. Dès lors la ville se réinvente avec ses nouveaux arrivants mêlant insécurités, économie informelle et nouvelles sécurisations. Les structures ou modalités d’accueil et les nouveaux acteurs qui émergent en vue de contenir, accueillir et gérer les populations en détresse contribuent à façonner la ville en lui proposant une urbanisation par l’étalement. Sortant de son statut de région de transit, la petite ville fortement ruralisée se transforme pour inclure ce que lui suggèrent les nouvelles populations. La transition urbaine qui s’impose dans l’urgence peut être examinée sous l’angle des insécurités. L’humanitarisation et la militarisation qu’imposent les conflits armés dans les villes et villages du pays frontalier, la république centrafricaine, participent à cette transition.
