Report of the Third International Workshop on Horizon Scanning for Plant Health

Abstract

This report summarizes the Third International Workshop on Horizon Scanning for Plant Health, held on 2-4 December 2025, at the ANSES headquarters in Maison-Alfort, France. The main objective of this third workshop was the identification of risk drivers for plant pests. The event was attended by experts on foresight, risk detection and scientists on plant health, for a total of 27 people in person and other 10 speakers from remote. During the two full days meeting, presentations were delivered to and by participants, a polycrisis exercise was driven by JRC and a series of activities were performed in order to integrate all the knowledge acquired. The take-home messages collected during the event are summarized at the end of the report. The slides used by speakers during the workshop are provided in the second file as additional material.
