Abstract

В статье рассматривается задача прогнозирования рисков наводнений на основе метода оценивания вероятностей превышения критических значений в неоднородных потоках экстремальных событий. Метод основан на предельной теореме для геометрических случайных сумм независимых неодинаково распределённых случайных величин и теории Балкемы-Пикандса-Де Хаана. Рассмотрена конструкция, в рамках которой в качестве предельного распределения геометрических случайных сумм независимых неодинаково распределенных случайных величин возникает распределение Вейбулла-Гнеденко. Эффективность применения метода иллюстрируется на примере его применения к прогнозированию рисков наводнений в Санкт-Петербурге.

This article reviews the target of forecasting of risks of floods on the basis of the method of estimating of probabilities of exceeding of critical values within non-ordinary streams of extreme events. This method is based on limit theorem for geometrical accidental sums of independent unequal allocated random quantities and the Pickands-Balkema-de Haan theorem. It is studded the construction within which the Weibull-Gnedenko distribution appeals as marginal distribution of geometrical accidental sums of independent unequal allocated random quantities. The effectiveness of this method is illustrated on the example of forecasting of risks of floods in Saint-Petersburg.
