Статья посвящена исследованию проблем, связанных с преодолением узкого подхода к вопросам охраны труда, обеспечения прав работников на благоприятные условия на рабочих местах. Речь идет о многоплановом подходе к их решению: он охватывает вопросы защиты от негативного влияния окружающей среды, упреждающего регулирования возможных рисков в процессе труда, другие меры по сбережению населения. С учетом отечественного зарубежного опыта предлагается в развитие конституционных положений закрепить в законодательстве право граждан на осуществление контроля за качеством атмосферного воздуха, соблюдением стандартов выбросов в атмосферу. The article is devoted to the problems related to overcoming the narrow approach to the issues of labor protection, ensuring workers' rights to favorable conditions in the workplace. We are talking about a multi-pronged approach and solution: It covers the issues of protection from negative influence of environment, proactively managing the possible risk in the labor process, and other measures for saving the population. Taking into account domestic and foreign experience, it is proposed to consolidate the right of citizens to control the quality of atmospheric air in compliance with the standards of emissions into the atmosphere in the development of constitutional provisions.
