Abstract

Рассматривается процесс формирования интеллектуального потенциала в учреждениях науки и высшего образования. Показано, что в научно-технической деятельности ведущим звеном являются научные организации, выступающие в качестве центров формирования интеллектуальных ресурсов. Выявлены особенности формирования интеллектуального потенциала в советской науке в 1975—1985 гг. Анализируются проблемы распределения научных кадров по отраслям, региональной организации академической науки, координации научных исследований, связи науки с производством и высшими учебными заведениями. Изучены основы государственной политики в научной сфере и предпринята попытка определить эффективность принятых мер. The process of forming intellectual potential generally takes place at academic institutions and in the area of high education. The scholarly organizations are the main link in the chain of scientific activity. There are features of forming Soviet science` intellectual potential during the stagnation period having studied in this article. Range of problems of placing on a job for scientific personnel, of regional structure of academic science, of scientific investigations` coordination and a problematical character of connections between science and universities, science and factories is also analyzing in this work. The author put state policy`s principles in the field of science to scrutiny and an efficiency of taken measures was defined. The creator pays a particular attention to analysis of factors influenced on formation of Ural`s intellectual potential for the Stagnation Era.
