И. Лугининым Златоустовского и Саткинского заводов. В течение трех десятилетий складывались структурные элементы окружной системы: металлургический комплекс и обслуживающие его вспомогательные отрасли, территория округа, рабочее население, структура управления окружным хозяйством. В 1799 г. заводы были проданы Государственному ассигнационному банку для покрытия долгов владельца. Выяснено, что причиной выхода перспективного, развивающегося округа из владения Лугининых стала как драматичная история рода заводовладельцев, так и несформированность системы управления округом на момент смены владельца в процессе реализации прав наследования. Установлено, что владение округом оставалось в руках рода, если формирование окружной организации, включая многоуровневую систему управления, завершалось при основателе горнозаводского хозяйства или при подготовленном им наследнике. Однако формирование Златоустовского округа завершилось уже после смерти Л. И. Лугинина, при ослабленном управлении во время опеки и проявлении негативных последствий нобилитации наследников. Это, в конечном итоге, и предопределило выход округа из владения рода Лугининых. The article presents the history of the Zlatoust metallurgical district, which began in 1769 when L.I. Luginin bought Zlatoust and Satka factories. The structural elements of the district system were forming for three decades: the metallurgical complex and service industry, the territory of the district, the working population and the management structure of the district economy. The factories were sold to the State assignation bank coving debts of the owner in 1799. The cause of loss the district was dramatic story of the factory owners and the incompleteness of the management system of the district at the time of a change of ownership. As rule, the possession of the district remained in family if the founder completed its creation, including multi-level control system. However, the formation of the Zlatoust district ended after the death of L.I. Luginin, in situation of weakened control during guardianship, and negative results of heirs՚ nobility status. As result, the Zlatoust metallurgical district came out of Luginins՚ possession.
