E-mail: vaslena@mail.ru. Статья посвящена анализу конституционных основ оплаты труда, факторов, влияющих на их реализацию. В условиях, когда Правительством РФ поставлена за- дача повышения производительности труда в два раза, а в некоторых отраслях в 3–4 раза, важно определение значимости тех составляющих, от которых зависит достижение положительных результатов по выполнению этой задачи, повышение уровня жизни населения. Реальная заработная плата в России увеличивается незначительно, а в кризисные периоды 2009, 2015–2016 гг. наблюдалось ее снижение. В отличие от мировой практики, в России не прослеживается прочная связь между оплатой труда и его производительностью. Далеко не везде созданы условия для участия представительных органов работников в решении вопросов управления, самоуправления, включающих оплату труда. В коллективном сотрудничестве должны быть заинтересованы представители менеджмента, поскольку с ним связаны значительные резервы производства. The article is devoted to the constitutional basis of labor remuneration, factors affecting their implementation. Taking into account that the Russian Government intends to double the labor productivity, and in some industries to increase it 3–4 times, it is important to determine the significance of those components that affect the achievement of positive results concerning this task, raising the standard of living of the population. Real salaries in Russia increases insignificantly and in the periods of crises of 2009, 2015– 2016 there was observed shrinkage. In contrast to the global practice there is no strong relationship between remuneration and performance. Not everywhere there have been created conditions for participation of representative bodies of employees in management issues, self-government, including labor payments. Management representatives should be interested in collective cooperation, because it is linked to significant production reserves.
