Abstract

Статья посвящена актуальным вопросам финансового обеспечения деятельности государственных (муниципальных) учреждений социальной сферы, поскольку новации в этой области затрагивают интересы значительной части населения страны. Практическая реализация положений Федерального закона от 08.05.2010 №83-ФЗ «О внесении изменений в отдельные законодательные акты Российской Федерации в связи с совершенствованием правового положения государственных (муниципальных) учреждений» привела к существенным изменениям способов и форм финансирования данных учреждений. В статье рассмотрены отличительные особенности современного процесса финансового обеспечения деятельности различных типов учреждений социальной сферы, выделены некоторые спорные вопросы методологии расчета нормативных затрат и оценки качества предоставляемых услуг, затронуты проблемы оптимального соотношения источников финансовых ресурсов организации.

The article deals with the current issues of budgeting state (municipal) social institutions as innova-tions in this sphere affect the interests of major part of population of Russia. The implementation of provisions of the Federal law of 08.05.2010 N 83-FL “On the amendments for certain legal acts of the Russian Federation caused by the development of legal position of state (municipal) institutions” has led to the significant changes of the ways and forms of budgeting of these institutions.
