Abstract

El objetivo de esta comunicación es verificar si a lo largo de la historia de Marruecos independiente han llegado a existir espacios o “regiones” con especificidades en lo que al comportamiento político de sus habitantes se refiere. Las constituciones de 1992 y 1996 reconocen a la Región como colectividad local pero la ley de 1997 no le atribuye competencias dignas del nombre de una descentralización efectiva. La comunicación efectúa un repaso de la historia electoral de dos regiones con avidez de reconocimiento de su identidad como son el Rif y el Sahara, constatando el intervencionismo de la administración, el absentismo de la población o la presión sobre el electorado que dificultan la verificación buscada. La comunicación resume desde el punto de vista político la experiencia de las elecciones regionales de 1997, 2003 y 2009, y concluye con las expectativas creadas por la creación de la Comisión Consultiva para la Regionalización que deberá presentar antes de fin de 2010 un modelo a adoptar en Marruecos para una regionalización de competencias ampliadas.AbstractThe aim of this paper is to check if, over the history of independent Morocco, have existed spaces or "regions" with specific political behavior of its inhabitants. The constitutions of 1992 and 1996 recognize the region as the local community but tbut the 1997 law didn´t reach an effective decentralization empowerment. This paper makes a review of the electoral history of two regions based on the acknowledgment of their identity such as the Rif Mountains and the Sahara, noting the intervention of the administration, the absenteeism of the population or the pressure on the electorate that makes it difficult to check out . The paper summarizes from the political point of view the experience of the regional elections of 1997, 2003 and 2009, and concludes with the expectations created by the foundation of the Advisory Committee for Regionalization thatbefore the end of 2010 must submit a model for an extended powers regionalization system to be adopt in Morocco.
