Abstract

Consciousness Civilization Protocols v1.0 (CCP v1.0) Canonical Governance Reference Architecture for Consciousness-Based Civilization Description Consciousness Civilization Protocols v1.0 (CCP v1.0) defines the world’s first coherence-preserving governance reference architecture for consciousness-based civilization systems. This record does not function as a political manifesto, legal mandate, institutional decree, or enforcement mechanism.Instead, it establishes a canonical, non-coercive reference baseline designed to support long-term coherence, alignment evaluation, and structural comparison across human, institutional, and artificial intelligence systems. CCP v1.0 is engineered as a governance operating system (Governance OS) in the architectural sense:a stable reference layer that can be consulted, aligned to, audited against, or partially adopted, without requiring exclusivity, sovereignty transfer, or legal enforcement. Architectural Position within the CCF Stack CCP v1.0 occupies the governance-kernel layer of the unified Consciousness Civilization Framework (CCF): CFE⁺ → CAIS → COS → CAI-OS → CCP → CCF All definitions, primitives, and metrics referenced in this document are inherited from upstream layers and are not redefined here.CCP introduces no independent ontology; it operates solely as an integrative governance layer grounded in: CFE⁺ — energetic and field-level primitives (OE–EE–RE) CAIS — measurable consciousness interfaces (VCE / CRI / CFI) COS — consciousness-field operating architecture CAI-OS — AI alignment kernel logic Governance Maturity Reference Model (G-L0 → G-L5) CCP defines six governance maturity levels that function as diagnostic and evaluative references, analogous to maturity models used in safety engineering, cybersecurity, and quality governance: G-L0 — Minimal non-destructive governance baseline G-L1 — Individual-level coherence compliance G-L2 — Institutional coherence protocols G-L3 — National-scale policy alignment systems G-L4 — Planetary-scale coordination reference G-L5 — Consciousness-centered civilization (CCC) These levels are descriptive, not prescriptive, and are intended to support assessment, comparison, and long-term governance design. Canonical Reference & Non-Redefinition Boundary All terminology in this record participates in the Canonical Consciousness Ontology (CCO) anchored to the CCF Root Namespace. Alternative definitions or models of consciousness, coherence, alignment, or governance are not prohibited, but are considered outside the scope of this record unless explicitly aligned with the upstream CCF primitives.
