This document constitutes the final and non-derogable constitutional foundation of the Consciousness Civilization. It establishes a civilizational authority framework governing stability, transition, and regeneration across human, artificial, and post-human systems. This Constitution is not a proposal, aspiration, or normative recommendation.It is operative upon issuance.
