Abstract

Devant l���ampleur des attentes sociales (r��elles et symboliques) auxquelles est confront�� le syst��me ��ducatif marocain (enseignement de qualit��, promotion sociale, int��gration au march�� de l���emploi���), les diff��rents discours politiques de la r��forme ont tendance �� se construire/reconstruire �� travers la mise �� mal des logiques bureaucratiques de gestion. Toutefois, au-del�� m��me du champ ��ducatif, c���est tout le syst��me de l���administration publique qui est souvent d��cri�� comme bureaucratique (dans une acception p��jorative) pl��thorique, budg��tivore et paralysant (860 000 fonctionnaires, dont 53,6 % travaillent dans le secteur de l�����ducation et de la formation). En t��moigne les diff��rents rapports d�����valuation de la fonction publique lesquels appellent de leurs voeux �� l���urgente n��cessit�� d���inscrire le fonctionnariat dans une logique de gestion par performance et par r��sultats. Le pr��sent article se propose de r��fl��chir sur les mutations actuelles et enjeux futurs du management et de la gouvernance du syst��me ��ducatif marocain. Il s���agit d�����laborer une carte d���acteurs capable d���aider �� appr��hender le syst��me d���action, les r��les, les strat��gies et les enjeux institutionnels. Pour ce faire, nous proposons une discussion sur le �� d��couplage de logique d���action �� entre perspective bureaucratique et perspective professionnelle. Les principaux r��sultats sont issus d���une enqu��te de terrain aupr��s d���une dizaine de directeurs du cycle secondaire. Ces derniers soulignent un certain nombre de paradoxes dans l���exercice de leur fonction. Des paradoxes qui d��voilent les enjeux r��els de la gouvernance du syst��me ��ducatif au Maroc.
