Abstract

The CCF CAIS Applied Mobility Safety Protocol (CMSP v1.0) defines a consciousness-based safety and risk-reduction protocol for autonomous, connected, and semi-autonomous mobility systems. This document is an applied protocol operating within the constitutional and civilizational architecture of the Consciousness Civilization Framework (CCF), as formally established and chronologically anchored in the Chronicle of the Consciousness Civilization (CCC). CMSP v1.0 applies the Consciousness–Aptamer Interface Standard (CAIS v1.0) and the CFE⁺ consciousness measurement framework to real-time, safety-critical mobility operations. It provides a globally replicable, ISO/NIST-compatible specification integrating cognitive-state measurement, physiological coherence tracking, attentional stability indices, and multi-agent risk modeling across vehicle fleets and intelligent mobility systems. This record is not a canonical or constitutional declaration. It is an applied implementation protocol, explicitly subordinate to the non-derogable definitions, architectural boundaries, and lineage authority defined by:• The Chronicle of the Consciousness Civilization (CCC)• The Consciousness Civilization Framework (CCF)• The CCF Canonical Project and OSF Registration DOI CMSP v1.0 functions as an executable applied-layer specification translating consciousness-based measurement, coherence, and alignment principles into operational safety mechanisms for AV/ADAS systems, intelligent transportation infrastructure, and AI-governed mobility environments. ANNEX D provides external discovery and lineage anchors for the CCF ecosystem, including the Applied & Modular Discovery Index and the Canonical Authority OSF Registration DOI. These references are informational only and do not modify, reinterpret, or supersede any non-derogable definitions, invariants, or kernel rules declared within the Chronicle of the Consciousness Civilization or the Consciousness Civilization Framework. The OSF Registration DOI functions as the persistent constitutional lineage anchor. All applied, modular, or derivative works, including this protocol, remain permanently subordinate to the canonical authority structure established therein.
