La neutralidad como problema y como solución. La política gremial del Partido Socialista después de la ruptura sindicalista

Abstract

En este artículo nos preguntamos por el modo en que el Partido Socialista argentino planteó el vínculo entre acción gremial y acción política. Nuestro recorrido se abre reconstruyendo las polémicas sobre la cuestión que tuvieron lugar en los primeros grupos socialistas, que alcanzaron un punto de gran visibilidad en la "ruptura sindicalista". Pasamos luego a señalar que, aunque la expulsión de los sindicalistas no cerró el debate, el triunfo de la postura de Juan B. Justo, favorable a la "autonomía" entre partido y organización gremial, hizo posible la permanencia de los socialistas en una organización sindical que no controlaban. A continuación mostramos que esa convivencia se mantuvo durante los primeros años del gobierno de Hipólito Yrigoyen, momento en que la postura de "autonomía" adquirió su fórmula canónica. Sin embargo, como mostramos luego, los problemas implícitos en el postulado neutralista se hicieron visibles poco tiempo después, cuando los "socios" sindicalistas comenzaron a establecer un vinculo privilegiado con los radicales, adversarios del Partido Socialista en el terreno político. En las reflexiones finales proponemos pensar la fórmula neutralista como una respuesta a lo que Juan Carlos Torre ha definido como una situación de disociación entre los terrenos de lucha gremial y lucha política.

In this article we ask how the Argentine Socialist Party raised the link between union action and political action. Our course opens rebuilding controversies over the issue that took place in the early socialist groups, which reached a point of high visibility in the "sindicalista break." We then note that although the expulsion of the union did not close the debate, the triumph of Juan B. Justo’s position, pro-"autonomy" between party and trade union organization, made possible the stay of the socialists in an organization that they did not control. Here we show that this coexistence was maintained during the first years of Hipólito Yrigoyen’s government, when the position of "autonomy" acquired its canonical formula. However, the problems implicit in the neutralist postulate became visible shortly after, when the union 'partners' began to establish a privileged relationship with the Partido Radical’, the Partido Socialista opponents in the political arena. In the final reflections we propose to think the neutral formula as a response to what Juan Carlos Torre has defined as a state of dissociation between the areas of trade union and political struggles.
