Abstract

Activists and regulators won't let Blue Cross & Blue Shield plans forget their roots. In fact, when these historic not-for-profits announce intentions to merge with other Blues or go for-profit, states demand repayment for years of foregone taxes. Charity has become the spoiler, dashing deal after deal.
