The medical and technical problems of the emergency services have been solved, but the financial problems remain. Financial consolidation takes priority. Despite the different preconditions for emergency services in different German states, equivalent standards must be reached everywhere. The particularly high maintenance costs, as distinct from the operating costs, must be "prefinanced" by the population. The recognition of and need for professionalism in emergency personnel is indispensable (e.g. qualifications, social security). For reasons of principle and economic reasons, and adequate proportion of volunteers is required.
