
The present paper brings the reader up to date on the subject of personnel administration, in which much change has taken place in recent times. After defining the object of the paper, which is simply improved manpower utilization, the author examines the salient aspects of the method for selecting the best personnel on the one hand and, on the other hand, the requirements of the post to be filled. He also examines the chief elements of personnel administration, particularly post classification, hiring, systems for the announcement of vacancies and the selection of personnel and, thereafter, the evaluation of their performance. The different facets of the components and methods of hiring, recruitment, selection and placement are illustrated in a series of figures provided as aids to understanding the problem. The author then examines the performance evaluation and considers whether it is efficient and appropriate for accomplishing the institution's purposes. Finally, he studies in-house personnel training, which he regards as a tool of management.
