The purpose of this paper is to analyse the problems involved in the interregional distribution of two development funds: the FCI and the FEDER. Both these funds must, while satisfying the compensatory aims fixed by regional level politics, be shared out in such a way as to increase the provision of equal opportunities for development in the various regions. First of all, the distributive problems involved are defined and set out in the framework of a theoretical model entitled “Equal Opportunities for Development”. This is followed by a brief description of the methods actually used to distribute the funds in question. Finally, a working simulation is carried out to illustrate the proposed method of distrtibution.
