Abstract

Esta investigación se centra en la responsabilidad de proteger. Ante el aumento de conflictos internos que alteran la paz y la seguridad internacional, la comunidad internacional en su conjunto ha recurrido a la doctrina de la responsabilidad de proteger para poner fin a violaciones sistemáticas de los derechos humanos. Antes de centrarnos en la aplicación práctica de esta doctrina, es menester mencionar que la responsabilidad de proteger es una doctrina joven que surge de la noción de intervención humanitaria, para paliar violaciones masivas y sistemáticas a los derechos humanos. Ahora bien, esto no quiere decir que pueda ejercerse sin seguir determinados parámetros. Todo lo contrario. Distintos informes presentados por organizaciones internacionales, la Organización de Naciones Unidas y doctrina, sostienen que para que una intervención, en el marco de la responsabilidad de proteger, sea legítima deben cumplirse 6 requisitos a saber: haber causa justa, intención correcta, la intervención debe ser el último recurso disponible, los medios utilizados deben ser proporcionales y la intervención debe ser decidida por una autoridad competente...
