¿Comunican de manera clara las administraciones tributarias? Opiniones y creencias de los asesores fiscales

Abstract

Este artículo analiza la calidad de la comunicación de las Administraciones tributarias españolas desde la perspectiva de los asesores fiscales. En el marco del proyecto interdisciplinar ComTClar (Comunicación Tributaria Clara), se diseñó un cuestionario y se distribuyó a 443 asesores fiscales con el objetivo de que evaluaran la claridad de los mensajes emitidos por tales Administraciones tributarias españolas. Los resultados del cuestionario revelan una percepción generalizada de opacidad del discurso tributario en español. Las principales deficiencias señaladas se refieren al uso de un lenguaje excesivamente técnico, estructuras sintácticas complejas, citas normativas poco contextualizadas, una presentación visual deficiente y el empleo de un tono percibido como amenazante. Los asesores fiscales destacaron, además, tres líneas prioritarias de mejora: la simplificación del lenguaje y de los formularios, el fortalecimiento de los canales de atención personalizada y la estabilidad normativa. El estudio confirma la existencia de una brecha comunicativa estructural que dificulta la comprensión ciudadana y genera desconfianza hacia las instituciones tributarias. Se concluye que avanzar hacia una comunicación tributaria clara constituye un requisito imprescindible para promover el cumplimiento voluntario y reforzar la legitimidad democrática de la Administración pública.
