La relación entre la asistencia humanitaria y la ayuda al desarrollo en la práctica de la ONU

Abstract

En el marco del monográfico de la revista dedicado a la cooperación al desarrollo y las desigualdades Norte/Sur, este estudio pone de manifiesto la complejidad del diseño de políticas, instituciones y normas para lograr mayor eficiencia cuando se solapan la prestación de ayuda humanitaria y la ayuda al desarrollo (prestación de asistencia técnica, alimentaria, económica, etc.). Ambas operaciones responden a situaciones de hecho diferentes: la ayuda humanitaria es propia de situaciones coyunturales de emergencia, tiene un carácter temporal y se presta a corto plazo de forma urgente. La ayuda al desarrollo se diseña y presta para una situación estructural de subdesarrollo, respondiendo a programas a largo plazo. Cada una de estas actividades responde a dos objetivos concretos de la ONU: la cooperación internacional humanitaria y la cooperación internacional al desarrollo, respectivamente, enunciados en el artículo 1.3 de la Carta de las Naciones Unidas. Tras delimitar las diferencias fácticas y operacionales de ambos tipos de programas, el trabajo muestra las políticas, principios e instituciones de la Organización que se han adoptado para garantizar que el contínuum de la ayuda humanitaria al desarrollo sea ejercido sin detrimento de ninguno de los dos fines perseguidos por cada tipo de actividad.
