Abstract

[spa] El Urbanismo Táctico se ha considerado una herramienta de transformación de espacio público de bajo costo, con un alto impacto y de rápida implementación, trayendo consigo posiciones a favor y en contra. Su amplia aplicación ha generado confusiones propias de un concepto que se adquiere, algunas veces, sin tener en cuenta el contexto, los aspectos culturales o los procesos propios y previos con los que se ha hecho la ciudad. Esta búsqueda alternativa por construir un entorno urbano más blando y humano, muestra una necesidad de modificar los pocesos, los objetivos y los enfoques de la planificación, de los proyectos urbanos. El urbanismo entendido como un proceso y una estrategia, la táctica vista como la acción aleatoria, pasajera y puntualizada. Un urbanismo táctico, el oxímoron de una necesidad por humanizar la ciudad funcional. La necesidad de encontrar un punto en común que represente ese cambio esperado. En la siguiente investigación se cuestiona el oxímoron desde el análisis de las prácticas de Urbanismo Táctico en los contextos Latinoaméricanos y de la ciudad de Barcelona, para entender desde casos incomparables, cómo se interpreta, se evidencia, se hace y se problematiza el concepto.

[cat] L’urbanisme tàctic s’ha considerat una eina de transformació de l’espai públic de baix cost, amb un elevat impacte i de ràpida implementació, portant posicionaments a favor i en contra. La seva àmplia aplicació ha generat confusions pròpies d’un concepte que s’adquireix, algunes vedades sense tenir-ne en compte el context, els aspectes culturals o els processos propis i previs amb els quals s’ha fet la ciutat. Aquesta recerca d’alternatives per construir un entorn urbà més proper i humà, demostra una necessitat de modificar els processos, els objectius i els enfocaments de la planificació i dels projectes urbans. L’urbanisme entès com un procés i una estratègia, la tàctica vista com l’acció aleatòria, passatgera i puntual. Un urbanisme tàctic, l’oxímoron d’una necessitat d’humanitzar la ciutat funcional. La necessitat de trobar un punt en comú que representi aquest canvi esperat. En la següent investigació es qüestiona l’oxímoron des de l’anàlisi de les pràctiques d’urbanisme tàctic en els contextos llatinoamericans i de la ciutat de Barcelona, per entendre des de casos incomparables, com s’interpreta, s’evidencia, es fa i es problematitza el concepte.

[eng] Tactical Urbanism has been considered a low-cost public space transformation tool, with high impact and implementation, bringing with it positions for and against. Its wide application has generated confusions typical of a concept that is acquired, sometimes, without taking into account the context, cultural aspects or the own and previous processes with which the city has been made. This alternative search to build a softer and more humane urban environment shows a need to modify the wells, the objectives and the planning approaches of urban projects. Urbanism understood as a process and a strategy, the tactic seen as random, temporary and specific action. A tactical urbanism, the oxymoron of a need to humanize the functional city. The need to find a common ground that represents that expected change. In the following research, the oxymoron is questioned from the analysis of the practices of Tactical Urbanism in the Latin American contexts and of the city of Barcelona, ​​to understand from incoparable cases, how the concept is interpreted, evidenced, made and problematized.
