Republicanisme i renda bàsica. Una defensa republicana de la renda bàsica

Abstract

(eng) The debate on basic income is a topicality issue, and because of this it is subjected to all kinds of criticism (technical, normative, etc.). In this way, the present investigation is directed, first, to clarify the defining characteristics of a basic income, and then to tackle, in a theoretical and analytical exercise, the potential social effects of this basic income with the glasses of the social ontology and the normative pretensions of an old (but deeply current) political tradition: republicanism. Therefore, initially, there will be a small historical route –as a contextualization– on this tradition, which necessarily (due to historical questions and a better understanding of it) must go through the liberal tradition, the other main political tradition that has addressed the question of fairness(less) of basic income. Well, both traditions conceive justice and freedom in opposite ways: the republican tradition conceives freedom as an absence of material domination and understands it as constituted institutionally and politically, contrary to the liberal conception of freedom, understood as the absence of external interference, of a "natural" and "apolitical" nature. So, finally, by adopting the political, sociological and normative scheme of republicanism, it will be concluded that basic income “per se” is not a guarantee of the republican freedom, although it is designed to come close to that end, because such a guarantee depends to a large extent on the political-institutional context in which basic income settles (public benefits in kind, institutional mechanisms for democratic control of state political institutions, maximum income, state public control of certain markets, etc.).

(cat) El debat sobre la renda bàsica és de rabiosa actualitat, i degut a això es veu sotmesa a tot tipus de crítiques (tècniques, normatives, etc.). D‟aquesta manera, la present investigació va dirigida, primer a esclarir les característiques definitòries d‟una renda bàsica, i després, a abordar en un exercici teòric i analític, els potencials efectes socials d‟aquesta renda bàsica des de les ulleres de la ontologia social i les pretensions normatives d‟una antiga (però profundament vigent) tradició política: el republicanisme. Per tant, inicialment es realitzarà un petit recorregut històric –a mode de contextualització– sobre aquesta tradició, que necessàriament (per qüestions històriques i de millor comprensió d‟aquesta) ha de passar pel de la tradició liberal, l‟altra principal tradició política que ha tractat la qüestió de la (in)justícia de la renda bàsica. Doncs ambdues tradicions conceben la justícia i la llibertat de maneres oposades: la tradició republicana concep la llibertat com absència de dominació material i l‟entén com a constituïda institucional i políticament, al contrari de la concepció liberal de la llibertat, entesa com a absència d‟interferència externa, de caràcter “natural” i “a-polític”. Pel que, finalment, adoptant l‟esquema polític, sociològic i normatiu del republicanisme, es conclourà que la renda bàsica “per se” no és cap garant de la llibertat republicana, tot i estar dissenyada per a aproximar-se a tal fi, doncs tal garantia depèn en bona part del context político-institucional en el que s‟assenta la renda bàsica (prestacions públiques en espècie, mecanismes institucionals de control democràtic de les institucions
