Il disarmo delle FARC-EP in Colombia

Abstract

This essay briefly covers the significant stages of the negotiations that led Colombian government and FARC-EP (Fuerzas Armadas Revolucionarias de Colombia - Ejercito del Pueblo) to sign – on the 24th of November, 2016 – the Peace Agreements that have been in force since December 1st, 2016, ending the 52 years long internal armed conflict. Furthermore, the paper analyzes the disarmament process of the guerrilla, which took place from the 1st of December 2016 to the 27th of June 2017, as provided by point n. 3 of the Agreements. Lastly, it tries to understand whether or not the Agreements contributed to decrease illegal circulation of weapons and to reduce violence in the country. Results in the short term and in the long-term are highlighted – and the phenomenon of dissidence is examined – on the basis of the available data, obtained by monitoring both the disarmament process and the following phases of the posacuerdo.

Il saggio ripercorre in breve le tappe significative dei negoziati che hanno portato agli Accordi di pace del 24 novembre 2016 firmati tra il governo colombiano e le FARC-EP (Fuerzas Armadas Revolucionarias de Colombia – Ejercito del Pueblo), in vigore dal 1° dicembre 2016 e che hanno messo fine ai 52 anni di conflitto armato interno. Lo scritto analizza poi il processo di disarmo della guerriglia previsto dal punto 3 degli Accordi, svoltosi dal 1° dicembre 2016 al 27 giugno 2017, e infine prova a tracciare un bilancio se gli Accordi abbiano o meno contribuito alle strategie di contrasto alla circolazione illegale delle armi e di riduzione della violenza nel paese. Sulla base dei dati e delle analisi a disposizione che hanno monitorato il disarmo e che ora monitorano le fasi del posacuerdo, si evidenziano i risultati nel breve periodo, le incognite del lungo periodo e il fenomeno della dissidenza.
