Abstract

La disposición estética, de organización y de representación del espacio urbano contemporáneo es un producto claramente social y político. Los cambios estructurales en la urbanización de la ciudad de Córdoba, a partir de la aplicación de políticas de desarrollo, nos llevan a pensar en la ciudad como ideología entendiendo al espacio urbano como proceso dinámico de creación y representación, y a contextualizar a lo urbano en el marco de políticas económicas y sociales macro-estructurales. Este artículo tiene como objetivo avanzar sobre una propuesta previa de las autoras donde se analizaban las relocalizaciones urbanas de los barrios considerados vulnerables en la ciudad de Córdoba. Esta propuesta fue publicada como: “Urbanismo e ideología. Una lectura del barrio Ciudad de Mis Sueños, Córdoba-Argentina” en la Revista Vasca de Sociología y Ciencia Política. El presente artículo retoma aquella inquietud para incluir elementos teóricos tales como el tecnourbanismo, y sumar la integración social como eje de análisis en sí mismo reorganizando y desarrollando diversos puntos de análisis. Es así que el presente artículo desarrolla primero un análisis crítico de las políticas de desarrollo urbanas en general y el programa Mi Casa Mi Vida en particular a partir de una lectura de la ciudad como ideología. Luego, analiza las políticas de desarrollo en América Latina y Argentina, observando cómo la ideología neoliberal cobra relevancia en la configuración del espacio urbano para la reproducción y expansión del capital. Finalmente, propone tres ejes de análisis que develan las tensiones entre los objetivos explícitos del programa y los contenidos sociales del mismo: 1- acceso a la prestación de servicios públicos y ciudadanía, 2- desarrollo sustentable, 3- integración social. A modo de cierre se esbozan algunas reflexiones finales para seguir avanzando en esta lectura

The aesthetic disposition, organization and representation of contemporary urban space is clearly a social and political product. The implementation of development policies the city of Córdoba-Argentina brought structural urban and social changes. This articles aims to analyse those policies understanding the urban space in its ideological dimension, which means to look at the space as a dynamic process of creation and representation situated on a economical and social macro-structural framework. This article builds on a previous proposal where the authors analysed the urban relocation of considered vulnerable neighbourhoods in the city, taking up now that concern to include in the analysis theoretical elements such as tecno-urbanismo, and to add social integration as a new focus on the analysis. Thus, this article first develops a critical analysis of urban development policies in general and the policy called “My Home My Life” in particular from a reading of the city as an ideology. To do so, it analyses development policies in Latin America and Argentina, looking at how neoliberalism became important in shaping the urban space for the reproduction and expansion of capital. Finally, it proposes three areas of analysis that reveal the tensions between the explicit goals of the policy program and the social content of it: 1 - access to public services and citizenship, 2 - sustainable development, 3 - social integration. To conclude it outlines some conclusions for further analysis.
