El fracaso escolar, ¿cómo argumento?

Abstract

[Resumen] En el presente trabajo se reflexiona acerca de la utilidad de recurrir al concepto de fracaso escolar para justificar la modificación de las leyes educativas y se argumenta a favor de la necesidad de hacer un análisis más objetivo y preciso sobre 10 que ha venido ocurriendo en nuestra escuela luego de la implantación de la LOGSE. La presentación de estos argumentos se acompaña de algunos datos sobre la situación del sistema educativo en la educación secundaria obligatoria tanto en el conjunto del Estado como en la Comunidad Autónoma de Galicia. En nuestra opinión, la ambigüedad del concepto de fracaso, el hecho de que no se considere la evolución de los problemas de aprendizaje y rendimiento a lo largo de la primaria y secundaria obligatoria (en términos de aumento o descenso) para valorar las necesidades de cambio del sistema educativo y la eficacia de la LOGSE, el escaso uso de las medidas de atención a la diversidad en secundaria obligatoria, las diferentes tasas de fracaso escolar existentes entre las distintas comunidades autónomas son, a nuestro juicio, algunos de los argumentos que aconsejaban un enfoque diferente de los problemas por parte de quienes tienen la iniciativa legislativa.
