Abstract

[Resumen] La pesquería en aguas profundas empieza a desarrollarse a partir de los años setenta del siglo pasado. Nace a raíz del estado de sobre-explotación de los stocks tradicionales y como respuesta de los productores a la búsqueda de nuevos recursos e impulsada por los avances tecnológicos. En muchos casos, estas pesquerías se desarrollaron en alta mar y donde había pocas reglamentaciones. El mar profundo es un ecosistema diferente al de las aguas menos profundas; y las especies allí localizadas pueden ser muy vulnerables. La gestión de las mismas ha recorrido un amplio camino entre las continuas controversias sobre el acceso a las mismas junto a las disputas sobre la forma de administrar los recursos. Fruto de dicha pugna es la continua batalla entre los productores, las organizaciones no gubernamentales y el posicionamiento de los Gobiernos. Se analiza dicha confrontación triangular resaltando los distintos objetivos y posicionamientos en el marco de la nueva gobernanza europea.

[Abstract] Deep-sea fisheries started in 1970's as a result of overexploiting traditional stocks and since producers were looking for new resources thanks to technological advances. In most cases, these fisheries developed on the high seas where few regulations existed. Deep-ocean ecosystems are different from shallow water ecosystems, and therefore species here can be very vulnerable. How to manage those species has been a controversial issue when it comes to fishing them and the way to administer resources. Indeed there is an ongoing confrontation among producers, NGO's and Governments' approaches to this issue. This paper analyzes this three-approach confrontation by highlighting the different objectives and positions under the framework of the new European regulations.
