
[Resumen] La paz es una condición indispensable para el desarrollo, y el desarrollo es una condición indispensable para la paz y la seguridad. En este trabajo se examina la interrelación entre seguridad y desarrollo, primero en el marco internacional y, segundo, en el marco de la Política de cooperación al desarrollo de la UE y, en particular, los mecanismos establecidos en el Acuerdo de Asociación de Cotonou entre la CE y los Estados ACP. En este estudio se advierte una tendencia hacia la incorporación de una dimensión política en la cooperación al desarrollo con la consecuencia de incrementar la condicionalidad de la ayuda y requerir una mejor articulación entre la Política de cooperación al desarrollo y la PESC.
[Abstract] Peace is a key requisite for development, and development is a key requisite for peace and security. This report studies the interrelation there exists between security and development, first in the international framework and second, in the framework of the European development cooperation policy. In particular, it examines the mechanisms set in the ACP and the EU sign of the Cotonu Agreement. One can perceive trough this report a trend toward the inclusion of a political perspective in the development cooperation witch leads to the increase of aid conditions and also demands a better off coherence between the European Development Cooperation Policy and the Common Foreign and Security Policy (CFSP).
