[Abstract] The local government framework in Spain is in urgent need of reform. This process should take place within the wider scope of that of a State composed of self-governing regions, and should include the possibility of municipal mergers and the promotion of local areas of cooperation and collaboration. Provincial councils should take on new responsibilities in the sphere of local-level public administration within each self-governing region. The basis for this reform should be a rethinking of the purpose of the nation-State, with greater emphasis on laying the foundations of over-arching public policies of equality and solidarity.
[Resumen] La reforma del régimen jurídico local en España es necesaria y urgente. Debe realizarse en el marco de la reforma del Estado autonómico y debe contemplar las posibilidades de las fusiones de ayuntamientos así como la promoción de espacios locales de cooperación y colaboración. Las diputaciones provinciales deben asumir nuevas funciones en el ámbito de la administración periférica de las Comunidades Autónomas. Tal reforma debe realizarse desde una nueva funcionalidad del Estado-nación, más orientada a la determinación de las bases de las grandes políticas públicas en materia de equidad y solidaridad.
