Regulatory Impact Analysis: a new tool for better regulation at ANVISA.

Abstract

Regulatory Impact Analysis, which is recommended to regulatory departments, aims to improve regulatory quality by providing information about the costs and benefits of regulation as well as solutions to current issues to enhance the decision-making process. This article discusses the importance of Regulatory Impact Analysis in the context of the National Agency for Sanitary Surveillance performance as well as the agency's current phase of regulation improvement and strengthening. Also, the main definitions related to the regulatory field as well as some international case experiences are presented.

El análisis de Impacto Regulatorio es recomendado para los órganos reguladores a fin de mejorar la calidad de la regulación por la evaluación de sus costos, beneficios y dificultades y como subsidio para la toma de decisión. El artículo analizó la importancia del Análisis de Impacto Regulatorio en el contexto de la actuación de la Agencia Nacional de Vigilancia Sanitaria (Brasil) y en su fase actual de mejoría de la regulación para el fortalecimiento de la institución. Fueron presentados los principales conceptos relacionados con el área regulatoria, así como experiencias internacionales.

A Análise de Impacto Regulatório é recomendada para os órgãos reguladores, a fim de melhorar a qualidade da regulação pela avaliação dos seus custos, benefícios e dificuldades e como subsídio para a tomada de decisão. O artigo analisou a importância da Análise de Impacto Regulatório no contexto da atuação da Agência Nacional de Vigilância Sanitária e em sua fase atual de melhoria da regulação para o fortalecimento da instituição. Foram apresentados os principais conceitos relacionados à área regulatória, assim como experiências internacionais.
