Abstract

The collection and sharing of personal data has increased significantly due to the accelerated use of digital technologies and the economic phenomenon of globalization. Data protection and security is concerned with freedom itself and the possibility of individuals being subjected to potentially uncontrollable powers of mass surveillance, political manipulation and commercial persuasion. To reconstruct the link between data protection and cybersecurity is to highlight the relationship concerning freedom and security within the digital ecosystem. In the reflection of data protection, cybersecurity expresses the need to ensure that all IT goods and services, which constitute the structure through which data are processed, are not threatened by cyber-attacks. The EU Cybersecurity Strategy for the Digital Decade 2020-2030 suggests actions and tools to address cyber threats that often derogate from the rules set up to protect personal data and introduces the concept of ‘digital sovereignty’ and make cybersecurity actions transversal to all sectors of the Union. In this context, cybersecurity cannot be conceived in opposition to data protection and freedoms. This strategy will be compared with the declination of the relationship in the US and China to understand what paths are being taken to ensure the CIA triad (confidentiality, integrity and availability).
