Visions de la ruralitat contemporània a Catalunya: una alternativa a la disfunció camp-ciutat

Abstract

Las constantes emigraciones del campo hacia las ciudades a partir del siglo XX ha ido acompañadas de un flujo de gente procedente otras realidades territoriales. Esta tendencia, aparentemente irreversible, está cambiando. Sobre todo desde la experiencia de la crisis de la pandemia de la COVID-19, donde, desde las ciudades estamos mirando de nuevo hacia el mundo rural. Un mundo que vuelve a ser atractivo y que puede ser una oportunidad estratégica para la redistribución y el equilibrio territorial. Las diferentes crisis socioambientales suelen ir acompañadas de proclamas sobre las formas en que habitamos el territorio. Estas valoraciones territoriales han sido tradicionalmente estructuradas de una manera dicotómica, donde emergen unos polos de tensión que continúan operando a escala sociopolítica, como lo son centro-periferia, global-local o urbano-rural. ¿Por qué persisten estos imaginarios reduccionistas a pesar de saber que los territorios presentan dinámicas complejas? Ante las demandas de acción y transformación, ¿como están mutando los imaginarios territoriales urbanos y rurales? La principal motivación de este trabajo es la de reorientar la mirada hacia la ruralidad catalana en clave contemporánea, filtrándola a través de un prisma que permita una lectura más holística y menos acotada, todo para reivindicar la diversidad, la riqueza y la belleza que se inscriben en el territorio, alejarse de la dicotomía entre urbano-rural o campo-ciudad, todo para contribuir al establecer acciones para prevenir, conservar, gestionar y proteger el territorio y encontrar en qué nuevas concepciones de la ordenación territorial, están las claves para su desarrollo.

Les constants emigracions del camp cap a les ciutats a partir del segle XX ha anat acompanyades d’un flux de gent procedent d’altres realitats territorials. Aquesta tendència, aparentment irreversible, està canviant. Sobretot des de l’experiència de la crisi de la pandèmia de la COVID-19, on, des de les ciutats estem mirant de nou cap al món rural. Un món que torna a ser atractiu i que pot ser una oportunitat estratègica per a la redistribució i l’equilibri territorial. Les diferents crisis socioambientals globals solen anar acompanyades de proclames sobre les formes en què habitem el territori. Aquestes valoracions territorials han estat tradicionalment estructurades d’una manera dicotòmica, on emergeixen uns pols de tensió que continuen operant a escala sociopolítica, com ho són centre-perifèria, global-local o urbà-rural. Per què persisteixen aquests imaginaris reduccionistes tot i saber que els territoris presenten dinàmiques complexes? Davant de les demandes d’acció i transformació, com estan mutant els imaginaris territorials urbans i rurals? La principal motivació d’aquest treball és la de reorientar la mirada cap a la ruralitat catalana en clau contemporània, filtrant-la a través d’un prisma que permeti una lectura més holística i menys acotada, tot per reivindicar la diversitat, la riquesa i la bellesa que s’inscriuen en el territori, allunyar-se de la dicotomia entre urbà-rural o camp-ciutat, tot per contribuir en establir accions per prevenir, conservar, gestionar i protegir el territori i trobar en quines noves concepcions de l’ordenació territorial, estan les claus per al seu desenvolupament.

The constant emigration from the countryside to the cities since the 20th century has been accompanied by a flow of people from other territorial realities. This seemingly irreversible trend is changing. Especially from the last experience of the COVID-19, where, from cities, we are looking again towards the rural territory. A place that is once again attractive and that could be a strategic opportunity for redistribution and territorial balance. The various global socio-environmental crises are often accompanied by proclamations about the ways in which we inhabit the land. These territorial evaluations have traditionally been structured in a dichotomous manner, where poles of tension continue to operate at the socio-political level, such as center-periphery, global-local, or urban-rural. Why do these reductionist imaginaries persist despite knowing that territories exhibit complex dynamics? In the face of demands for action and transformation, how are urban and rural territorial imaginaries mutating? The main motivation for this work is to refocus attention on Catalan rurality from a contemporary perspective, filtering it through a prism that allows a more holistic and less limited reading, all to reclaim the diversity, richness, and beauty that is inscribed in the territory. It aims to move away from the dichotomy between urban-rural or countryside-city, and contribute to establishing actions to prevent, conserve, manage, and protect the land, and to explore in which new territorial planning conceptions lie the keys to its development.
