Abstract

Este trabajo de investigación consiste en el análisis de las rehabilitaciones realizadas en el barrio del Raval, entre los años 2018 y 2020, dentro del programa de Fincas de Alta Complejidad. En el año 2017, el Ayuntamiento de Barcelona pone en marcha este programa de ayudas proactivas, enmarcado en el Pla de Barris, para promover la rehabilitación de edificios residenciales en los barrios más vulnerables, donde las ayudas ordinarias no llegan debido al complejo contexto socio-económico. Así, este estudio analiza los diferentes planes de reforma que han actuado hasta día de hoy sobre el barrio del Raval. Esto da pie a desarrollar el planteamiento del programa de FACs, justificar la inclusión del Raval en este y a analizar los primeros resultados de la iniciativa.

Aquest treball de recerca consisteix en l'anàlisi de les rehabilitacions realitzades en el barri del Raval, entre els anys 2018 i 2020, dins del programa de Finques d'Alta Complexitat. A l'any 2017, l'Ajuntament de Barcelona posa en marxa aquest programa d'ajudes extraordinàries, emmarcat en el Pla de Barris, per a promoure la rehabilitació d'edificis residencials en els barris més vulnerables, on les ajudes ordinàries no arriben a causa del complex context socioeconòmic. Així, aquest estudi analitza l'evolució dels plans de reforma que han actuat fins a dia d'avui al barri d’El Raval. Això permet desenvolupar el plantejament del programa de FACs, justificar la inclusió del Raval al programa i analitzar els primers resultats d'aquesta iniciativa.

This research work consists of the analysis of the rehabilitation works carried out in El Raval neighborhood, between 2018 and 2020, within the “High Complexity Communities” program. In 2017, the Barcelona City Council launched this proactive aid program, framed in the “Pla de Barris”, to boost the rehabilitation of residential buildings in the most vulnerable areas, where ordinary subsidy does not arrive due to the complex socio-economic context. This way, the study analyzes the evolution of urban plans that have worked on El Raval until nowadays. This leads to the explanation of the High Complexity Communities program, the incorporation of the neighborhood in the program and the analysis of the first results of this initiative.
