Abstract

En substitució del sistema de referència ED50 actual, la legislació vigent estableix el nou sistema ETRS89 com el sistema de referència oficial a la Península Ibèrica i les Illes Balears. L’Ajuntament de Tarragona vol avaluar el mecanisme de transformació i les conseqüències que provoca el pas d’ED50 a ETRS89 en la cartografia temàtica. Per aquest motiu, s’ha signat un conveni de col·laboració entre la Universitat Politècnica de Catalunya i l’Ajuntament de Tarragona, que ha permès l’elaboració d’aquest projecte final de carrera. En el document, a banda de l’explicació dels diferents mètodes existents per dur a terme canvis de sistemes de referència, s’explica el motiu de l’elecció del mètode escollit a Catalunya. Un cop estudiat, aquest ha estat aplicat en els diferents programaris utilitzats en l’edició de la cartografia vectorial per tal de veure si algun d’ells complia amb els requisits funcionals prèviament definits. Cap dels programaris analitzats compleix tots els requisits funcionals. Per aquest motiu, s’ha creat una aplicació per dur a terme el canvi de sistema de referència i poder transformar la cartografia temàtica d'aquesta administració. Finalment, i emprant l’aplicació creada, s’ha estudiat l’efecte del canvi en la cartografia cadastral, la cartografia urbanística i la cartografia de serveis, arribant en els tres casos a la conclusió que el canvi no provocarà cap alteració significativa en la cartografia temàtica estudiada, ja que aquest produeix un augment dels elements aproximadament de 3,1 m2/km2 en superfície i de 1,55 mm/km en longitud.

English: The current legislation establishes the new reference system ETRS89 as the official system in the Iberian Peninsula and the Balearic Islands, in substitution of the currently used ED50 system. The Tarragona City Council wants to evaluate the mechanism of transformation and the consequences of the replacement of ED50 by ETRS89 on the thematic cartography. For this reason, the Technical University of Catalonia (UPC-Barcelona Tech) and the Tarragona City Council signed an agreement that allowed the development of this project. The document discusses the existing methods to carry out changes of the reference systems, and explains the reasons behind the choice of the method used in Catalonia. Once studied, this method was applied on the various software packages used for editing vector cartography, in order to check if any of them met the previously defined functional requirements. Since none of the analysed software packages met all the functional requirements, we developed an application to carry out the reference system change and accordingly transform the thematic cartography of the Tarragona City Council. Finally, using the developed application, the effects of the change of reference system on the cadastral, urban and service cartographies were studied. Results showed that the change will not cause any significant alteration in these thematic cartographies, since it produces an enlargement of the map elements of approximately 3,1 m2/km2 on surface and 1,55 mm/km on length.
