Análisis del sistema de port state control del paris MoU. Comparativa con otros acuerdos MoU y propuesta de convergencia.

Abstract

El principal objetivo del trabajo es llevar a cabo un análisis completo del sistema de port state control del paris mou. en primer lugar, se describen los organismos implicados en materia de seguridad y prevención de la contaminación, como la omi. seguidamente, se pasa a listar y describir brevemente la normativa emitida por estos organismos que son la base de inspección del port state control, empezando por los convenio solas y marpol. llegados a este punto, se procede a explicar la evolución y funcionamiento del sistema de port state control del paris mou, describiendo el sistema de selección de buques, los tipos de inspección y la base de datos (thetis), y sus demás procedimientos. el segundo objetivo del proyecto es comparar el sistema de port state control del paris mou con los otros ocho sistemas semejantes que existen en otras regiones, de los cuales también se describe el funcionamiento y los procedimientos. en base varios artículos académicos, y por ser los más cohesionados y con mayor número de inspecciones y detenciones, se eligen para la comparativa los sistemas port state control del tokyo mou y de la united states coast guard. como resultado de confrontar los tres sistemas se proponen medidas de convergencia en los criterios de selección y inspección de buques que puedan ser positivos para la mejora en la efectividad global del sistemas de port state control.
