Gestión de riesgos en contratos de servicios energéticos

Abstract

En los últimos años, dadas las dificultades económicas que están atravesando tanto las empresas como las Administraciones Públicas, se están popularizando los contratos de servicios energéticos, en los que se contrata la implantación y gestión de mejoras de eficiencia energética a una empresa de servicios energéticos (ESCO), y ésta obtiene su beneficio vinculado al ahorro energético conseguido. Para el cliente, se consigue disminuir claramente el riesgo del proyecto, transmitiéndoselo a la ESCO. Para la ESCO, la minuciosa y correcta gestión de los riesgos técnicos asociados es un factor crítico de éxito del proyecto. En este trabajo se aplica, adapta y particulariza la gestión de riesgos, definida según la metodología del Project Management Institute (PMI), para el caso concreto de proyectos de servicios energéticos en formato ESCO, donde la empresa de servicios energéticos asume el riesgo técnico y económico del proyecto de eficiencia energética. Además se vincula esta metodología de gestión de riesgos con la metodología de verificación y medida de ahorros energéticos definida en el Protocolo Internacional de Verificación y Medida del Ahorro Energético, de la Efficiency Valuation Organization (EVO)
