El reto de la movilidad sostenible

Abstract

En la defensa de la búsqueda de una movilidad sostenible por parte de la UE, se establece que el sistema de transportes debe minimizar la movilidad consumidora de energías fósiles y recursos, potenciar una fiscalidad ambiental que internalice los costes externos del sistema, asociados tanto al ciclo de vida de los materiales utilizados y servicios proporcionados como al balance de carbono de los mismos, y un transporte público ambientalmente eficiente. En este marco, el artículo trata de responder a las posibilidades de puesta en marcha en las grandes ciudades españolas de las políticas que la Unión Europea considera fundamentales para avanzar hacia una movilidad urbana racional, eficiente y ambientalmente aceptable. Estas políticas a menudo generan contestación por parte de determinados sectores reacios al cambio, ya sea a causa de la defensa de intereses empresariales, ya sea por comportamientos inerciales de la población. ¿Será posible conseguir afrontar este reto, ante los profundos cambios en la movilidad que se van a producir? ¿En qué medida la sociedad está dispuesta a aceptar las políticas urbanas encaminadas a implementar la movilidad sostenible? Son las preguntas a las que el artículo pretende suministrar respuesta.
