Participación y servicio de abastecimiento

Abstract

Dentro de los modelos de transición, uno de los aspectos que ha entrado al debate es aquel referente a la participación. Los debates sobre participación acostumbran a centrarse en cómo implementarla a la gestión de ciclo urbano del agua, desde un acercamiento sobre todo pragmático. Se busca dar respuestas a algo que es nuevo en el ámbito de la gestión del servicio de abastecimiento domiciliario y esto se traduce en dudas sobre si es realmente necesaria la inclusión de la participación, si la ciudadanía cuenta con un conocimiento suficiente sobre la materia o acerca de la responsablidad. Pero hay pocas preguntas que se interroguen acerca ¿de dónde surge la inclusión de la participación en este servicio? O ¿Por qué y para qué es importante la inclusión de la participación? En la exposición que se propone se presenta el origen de la participación en el servicio de abastecimiento domiciliario, espacios en los que se ha promovido, debates y contradicciones con la finalidad de trazar las líneas que permitan resolver su alcance y sus posibilidades para transitar hacia un modelo de gestión del servicio urbano del agua que gane en calidad integral respecto al entorno pero también la ciudadanía.
