Transformaciones históricas y nuevos desafíos del planeamiento territorial en el Área Metropolitana de Rosario

Abstract

Los nuevos procesos de metropolización, que se registran especialmente desde las últimas décadas del siglo XX, presentan características y dinámicas particulares que requieren profundizar el conocimiento y el debate sobre los modelos, existentes y posibles, de gobernanza metropolitana. En este contexto, tomamos como caso de estudio al proceso de transformación del planeamiento territorial del Área Metropolitana de Rosario, a fin de reflexionar sobre sus avances, oportunidades y desafíos. Para lo cual, se realiza un análisis crítico de las diversas instancias de planificación metropolitana a lo largo de la historia, interpretando sus rupturas y continuidades, a fin de finalmente focalizar en las dinámicas y desarrollos actuales, especialmente registrando sus problemas y posibles caminos a seguir. El resultado de este estudio destaca la importancia de otorgar legitimidad -política, funcional y social- a las acciones en curso y de fortalecer los nuevos mecanismos y estrategias de coordinación multiescalar y multiactoral, ya que su articulación conjunta posibilita formas innovadoras de producción territorial atentas a las diferentes demandas existentes -tanto locales, como regionales y globales-. El desarrollo de este caso particular contribuye al conocimiento y al debate internacional de la gobernanza metropolitana contemporánea, en especial en el ámbito de América Latina.

New processes of urbanization, which occur especially from the last decades of the 20th century, present features and particular dynamics that require deepening the knowledge and the debate about the models, existing and potential, of metropolitan governance. In this context, we take as a case study the process of transformation of the territorial planning of the Metropolitan Area of Rosario, in order to reflect on their progress, opportunities and challenges. Therefore, we realize an analysis of various instances of metropolitan planning throughout history, interpreting its ruptures and continuities, to finally focus on the current processes of governance, especially registering its problems, challenges, and possible paths to follow. The results of this study emphasize the importance of granting legitimacy -politics, functional and social- to the actions underway and strengthen new mechanisms and multiscale and multiactoral strategies of coordination, since their joint articulation enables new forms of territorial production attentive to the different existing demands -local, regional and global-. The development of this particular case contributes to the knowledge and to the international debate on contemporary metropolitan governance, especially in the area of Latin America.
