El trabajo propone una estrategia de planificación y gestión urbana participativa que persigue el propósito de contribuir a la construcción de una política urbana legitimada desde su inicio desde bases sociales y territoriales a partir del reconocimiento, interpretación y articulación de cada uno de los lugares urbanos representativos de la ciudad, en este caso, esos lugares serían cada uno de los barrios con los que se identifique el habitante de una ciudad. La estrategia permite interpretar problemas urbanos desde tres dimensiones complementarias y en interacción como son: la social (desde los grupos sociales, sus actividades e interacción entre ellos), la física (desde el marco físico construido y natural que hace de soporte a los grupos sociales y sus actividades), y la simbólica (desde todo tipo de simbolismos asignados por los grupos sociales, tanto entre ellos, como a las actividades y al marco físico), a partir de la percepción, significación y valoración que construyen los propios vecinos de sus problemas barriales cotidianos. Una de las cualidades de este modo de interpretar proble mas urbanos, es que permite identificar situaciones de máximo acuerdo y desacuerdo entre grupos sociales, con relación a las causas estratégicas de los mismos. Por otra parte posibilita identificar actores sociales, recursos y ámbitos territoriales claves para la elaboración de soluciones posibles que, al nutrirse de los condicionamientos y potencialidades particulares de cada lugar de referencia, pueden alcanzar altas probabilidades de suceso social, en consecuencia, legitimación social.
The paper proposes a participatory urban planning and management strategy that aims to contribute to the construction of an urban policy legitimized from its inception from social and territorial bases based on the recognition, interpretation and articulation of each of the representative urban places of the city, in this case, these places would be each of the neighborhoods with which the inhabitant of a city is identified. The strategy allows to interpret urban problems from three complementary dimensions and in interaction such as: social (from social groups, their activities and interaction between them), physics (from the physical and built physical framework that supports social groups and their activities), and the symbolic (from all kinds of symbolism assigned by social groups, both among them, as well as activities and physical framework), based on the perception, significance and valuation built by the neighbors themselves from everyday neighborhood problems. One of the qualities of this way of interpreting urban problems is that it allows identifying situations of maximum agreement and disagreement between social groups, in relation to the strategic causes of them. On the other hand, it is possible to identify key social actors, resources and territorial areas for the elaboration of possible solutions that, when nourished by the particular conditions and potentialities of each place of reference, can reach high probabilities of social success, and consequently social legitimation.
