Estratègia de gestió de la xarxa viària per a un desenvolupament local i turístic

Abstract

Moltes de les propostes actuals per a dur a terme un desenvolupament local i turístic d’un territori, es centren en la posada en valor dels seus elements patrimonials. Diverses poden ser les estratègies per enaltir el patrimoni d’un territori, però aquí ens centrarem en les que treballen per una millora de la seva accessibilitat: 1) l’accessibilitat informativa i 2) l’accessibilitat física. Pel que fa a l’accessibilitat física, una de les estratègies proposades en aquesta perspectiva és la creació de rutes temàtiques a través d’una xarxa de senders. Per a gestionar un nou model integrat de la xarxa de senders, cal abordar un tema conflictiu com és la interferència del transport motoritzat en aquesta xarxa. En els últims anys, s’han realitzat una sèrie d’intervencions en la xarxa de comunicacions que bàsicament ha afavorit la xarxa de carreteres i l’ha prioritzada davant de la xarxa de camins existents. Trobem en el territori dues xarxes de comunicacions inconnexes i que responen a funcions diferents: la xarxa de carreteres i la xarxa de camins. Aquests dos sistemes s’entrellacen i en el seu solapament es creen certs conflictes d’usos que cal resoldre. En aquest sentit, apareix un nou concepte de xarxa de carreteres, el viari intermedi, entès com el conjunt de carreteres comprès entre les grans infraestructures de connexió i la xarxa urbana. El viari intermedi ha de respondre a una demanda local i servir a múltiples usuaris (Navas, 2012, en premsa). La solució als conflictes d'usos entre la xarxa de carreteres i la xarxa de camins pot passar per l'ús d'uns nous criteris que garanteixin la seguretat viària dels usuaris de modes de transport més vulnerables (vianants i ciclistes) a l'hora de dissenyar nou viari intermedi o de millorar el ja existent. Per avaluar l’accessibilitat informativa, ens servirem de les eines que ofereix la promoció turística comarcal. El turisme cultural, en les seves versions de turisme rural i turisme de natura, es converteix en el marc perfecte de promoció del patrimoni territorial. A partir d’aquí, avaluarem com els gestors comarcals de turisme cultural utilitzen noves plataformes tecnològiques per a una gestió de la informació còmode i estructurada. Es constata que, en molts casos, el sistema d’accés a la informació és defectuós, una correcta promoció de la informació del producte via web, pot ser clau per a que l’accessibilitat física al patrimoni sigui una realitat.

Many of the current proposals to carry out local and tourist development in an area focus on the value of their patrimonial assets. Several strategies can be followed in order to raise the heritage of a territory, but we will focus on those which consist on improving their accessibility: 1) the accessibility of information and 2) the physical accessibility. With regard to physical accessibility, one of the strategies proposed in this perspective is the creation of thematic routes through a network of path. To manage a new integrated model of the network of paths, we must tackle a controversial topic as the interference of motorized transport in the network. In recent years, there has been a series of interventions in the communications network that basically favored the road network and has given priority to it rather than to the existing path network. The territory has two unrelated communication networks which respond to different functions: the network of roads and the network of paths. These two systems are intertwined and create certain conflicts of uses that need to be solved. A new concept of road network arises, the local road network, defined as the set of roads that are between the major connection infrastructure and the urban network. The local road network must respond to local demand and to serve multiple users (Navas, 2012, in press). The solution to the conflict of uses between the network of roads and the one of paths might be the use of new criteria to ensure the safety of the most vulnerable modes of transport users (pedestrians and cyclists) when designing new local roads or improving the existing ones. To evaluate the accessibility to information, we shall use the tools provided by the regional tourism promotion. Cultural tourism, in his versions of rural tourism and nature tourism, becomes the perfect setting for the promotion of territorial heritage. Afterwards, we shall evaluate to what extent regional cultural tourism managers are using new technology platforms to administer information in a convenient and structured manner. It is noticeable that in many cases, the system of access to information is defective. A suitable product promotion via web may be the key to bring the physical accessibility to our territorial heritage to reality.
