La pertinencia social de la educación superior

Abstract

Abundan los textos sobre la calidad de la educación superior: aparecen o reaparecen numerosos conceptos, como la garantía de la calidad, la gestión de la calidad, la evaluación de la calidad o la acreditación (GUNI, 2007). Por otra parte, sin embargo, se sabe que el concepto de calidad es difícil de definir, a causa de su carácter multidimensional y relativo. Si bien la eficacia (la relación entre los efectos observados y los efectos esperados) y la eficiencia (la relación entre los efectos observados y la inversión realizada) son dos componentes esenciales de la calidad, también es posible que una educación superior sea eficaz y eficiente sin ser pertinente socialmente, dado que los efectos deseados y observados no sirven a la sociedad. Hay quien cree que si añadimos un tercer concepto, que es el de equidad, podrían tenerse en consideración las necesidades de la sociedad. Efectivamente, un sistema educativo (y, por lo tanto, una institución de educación superior) sería mucho más equitativo cuanto más independientes fueran los beneficios que pudieran extraerse de él en relación con las características de las personas (sexo, origen social, cultural, étnico, económico, geográfico...). Está claro que es un nuevo paso importante hacia adelante, pero que no es suficiente. La tesis aquí defendida se resume en pocas palabras: el criterio primero y último para evaluar la educación superior es la pertinencia social. No obstante, es preciso fijar bien sus límites y no restringirlo a una concepción centrada exclusivamente en el desarrollo económico, como dan a entender algunos discursos.
