Educación ambiental en Reservas de la Biosfera

Abstract

Las reservas de la biosfera desempeñan un papel activo como lugares de aprendizaje sobre desarrollo sostenible, porque tienen ante sí el reto de experimentar modelos generales, poniendo en marcha instrumentos operativos que funcionen en realidades concretas. Si examinamos diferentes experiencias exitosas desarrolladas en reservas de la biosfera podemos encontrar una serie de características o factores de éxito, que pueden ser extrapolables o, al menos, servir de referencia para otros lugares. Entre ellos podemos señalar: a) la consideración de la educación ambiental como proceso social, b) la integración de la educación y la gestión, c) la promoción de la participación, y d) el protagonismo de la comunidad. Por último, tomando como caso de estudio la Reserva de la Biosfera de Urdaibai, se presentan cinco experiencias significativas desarrolladas en su seno: a) la propia declaración como reserva de la biosfera, b) el Plan de Manejo para la Interpretación, Investigación y Educación Ambiental, c) una federación de voluntariado ambiental, d) la Agenda 21 Escolar, y e) la Cátedra UNESCO sobre “Desarrollo sostenible y educación ambiental”.

Les reserves de la biosfera tenen un paper actiu com a llocs d’aprenentatge sobre desenvolupament sostenible, perquè tenen el repte d’experimentar models generals, posant en marxa instruments operatius que funcionin en realitats concretes. Si examinem diferents experiències reeixides desenvolupades en reserves de la biosfera, podem trobar una sèrie de característiques o factors d’èxit que poden ser extrapolables o, almenys, servir de referència per a d’altres llocs. Entre ells podem assenyalar: a) la consideració de l’educació ambiental com a procés social, b) la integració de l’educació i la gestió, c) la promoció de la participació, i d) el protagonisme de la comunitat. Per últim, prenent com a cas d’estudi la Reserva de la Biosfera d’Urdaibai, es presenten cinc experiències significatives desenvolupades en el seu si: a) la pròpia declaració com a reserva de la biosfera, b) el Pla de Manejament per a la Interpretació, Investigació i Educació Ambiental, c) una federació de voluntariat ambiental, d) l’agenda 21 Escolar, i e) la Càtedra UNESCO sobre Desenvolupament Sostenible i Educació Ambiental.

Biosphere reserves play an important role as places for learning about sustainable development, as one of their goals is to implement general models. This is achieved by establishing operational instruments for use in specific circumstances. An analysis of successful experiences in biosphere reserves shows that several characteristics or factors determine success and can be applied to, or at least serve as a reference for, other places. Such characteristics include treating environmental education as a social process, integrating education and management, promoting participation, and recognizing the community’s leading role. As a case study, five significant experiences of the Urdaibai Biosphere Reserve are presented: a) the declaration of this site as a biosphere reserve, b) the Management Plan for Interpretation, Research and Environmental Education, c) a federation of environmental volunteers, d) the School Agenda 21 and e) the UNESCO Chair on Sustainable Development and Environmental Education.
