Abstract

Los mismos mecanismos que devastaron el Sur durante los años ochenta y noventa, aterrizan en los países del Sur de Europa. Detrás de los Planes de Austeridad, como se está denominando en Europa el desmantelamiento del Estado del Bienestar, se encuentra la misma ideología que respaldaba a los Planes de Ajuste Estructural (PAE’s), la fe ciega en el mercado y la percepción de que el sector público es incapaz de gestionar los recursos de forma eficiente. Así como en los países del Sur los PAE’s se impusieron para poder privatizar los servicios públicos, la gestión de los recursos naturales y disminuir los costes laborales, en Europa se liberan grandes nichos de mercado (sanidad, educación, pensiones,…) a la vez que las reformas colaterales presionan a la baja los costes laborales. En ambas regiones las crisis que generaron las élites económicas las pagarán las clases sociales más pobres.

Els mateixos mecanismes que van devastar el Sud durant els anys vuitanta i noranta, aterren en els països del Sud de Europa. Darrera dels Plans d’Austeritat, com s’està anomenant a Europa el desmantellament de l’Estat del Benestar, es troba la mateixa ideologia que recolzava als Plans d’Ajust Estructural(PAE’s), la fe cega en el mercat i la percepció que el sector públic és incapaç de gestionar els recursos de forma eficient. Així com en els països del Sud els PAE’S es van imposar per poder privatitzar els serveis públics, la gestió dels recursos naturals i disminuir els costos laborals; a Europa s’alliberen grans nínxols de mercat (sanitat, educació, pensions,...) alhora que les reformes. colaterals pressionen a la baixa els costos laborals. En ambdues regions les crisis que van generar les elits econòmiques les pagaran les classes socials més pobres.

The very same mechanisms that devastated the Global South along the years of the eighties and nineties are landing over the Southern Europe countries.Behind Austerity Plans – the way Europe is naming the dismantled Welfare State – is the same ideology that used to strengthen the Structural Adjustment Plans (SAP), the blind faith on the market and the perception that the public sector is incapable of efficiently managing resources. Just like the SAP where imposed in the countries of the South to enable the privatization of public services, the management of natural resources and dropping labor costs, in Europe great market niches are released (healthcare, education, retirement pensions, …) while collateral amendments press down labor costs. In both regions the crisis generated by the economic elites will be paid by the poorest social classes.
