Abstract

När samhället drabbas av stora olyckor och kriser är den lokala insatsen av betydande vikt för att skadeutfallet ska bli så litet som möjligt. Detta ställer krav på en gemensam dokumentationsplattform för att främja samverkan med berörda aktörer samt effektivisera krishanteringsarbetet. I Sverige har Krisberedskapsmyndigheten utvecklat WIS, ett verktyg speciellt anpassat för att hantera dokumentation före, under och efter en kris. Idag används flera olika verktyg inom kommun och länsstyrelse för att dokumentera och hantera dokumentation vid krishantering, vilket lett till att WIS inte används i sin fulla kapacitet. Den genomförda studien beskrev och analyserade hur länsstyrelse och kommun arbetar med dokumentation vid en krissituation och redogjorde även för eventuella orsaker till utebliven användning av systemet WIS. Insamling av data har skett via intervjuer och observationer som genomförts med respondenter inom länsstyrelse och kommun. Resultatet av studien visade på att WIS inte används i full utsträckning vid kris och där den uteblivna användningen främst är kopplad till att kommunerna inte arbetar med krishantering dagligen. Detta är något som påverkat användandet av systemet negativt. Studien lyfte fram tre huvudorsaker till varför WIS inte nyttjas till fullo vilka är oklar vardaglig användning, konkurrerande verktyg samt användbarhet och användarvänlighet. Studien pekade mot att det är en kombination av de tre nämnda orsakerna som låg till grund för utebliven användning, men att det även berodde på skillnader i länsstyrelsens och kommunernas dagliga rutiner.
