Abstract

Lo scopo di questo studio era la comparazione dell’efficacia dei due programmi di preadesione (SAPARD e IPARD) nel migliorare la situazione socio-economica dei paesi in preadesione, riferendosi a due paesi caso di studio Slovenia e Macedonia, i quali hanno implementato rispettivamente SAPARD e IPARD in un periodo specifico di tempo. Lo studio è stato realizzato attraverso un analisi di valutazione ex-post provvisoria dell’impatto di SAPARD e dell’IPARD nel settore della produzione del latte e del turismo rurale, impiegando il confronto delle situazioni con e senza programma nelle regioni di target della Slovenia e Macedonia, prendendo sempre in considerazione le differenze regionali all’interno dei paesi. I risultati dello studio hanno rivelato che tutti e due i programmi hanno un impatto positive nel migliorare la capacità produttiva dei prodotti agricoli. Sempre secondo lo studio, SAPARD aveva successo in promuovere la diversificazione dell’economia rurale creando attività non agricoli ed anche in mirare a raggiungere le regioni meno sviluppate. Questo non accade in Macedonia, dove le leggi istituzionali e la capacità tecnica hanno probabilmente compromesso l’implemento nelle regioni meno sviluppate.

The aim of this study was the comparison of the effectiveness of the two pre-accession programmes (SAPARD and IPARD) in improving the socio-economic situation of the preaccession countries, with reference to two country case studies, i.e. Slovenia and Macedonia, which have implemented SAPARD and IPARD respectively; and in a specific period of time. The study has been carried out by using an ex-post temporal evaluation analysis of SAPARD and IPARD impact on milk processing and rural tourism sector, i.e. compare the situation with/without programme on the target regions of Slovenia and Macedonia, by taking into consideration the regional disparities within the countries. The results revealed that both programmes had a positive impact on improving the processing capacity of agriculture products. It was found that SAPARD was successful in promoting the diversification of the rural economy by creating non agricultural activities and was targeted towards less developed regions. This did not happen in Macedonia where the low institutional and technical capacity in less developed regions have probably jeopardized the implementation in those areas.
