Afganistan`da siyasi partiler (1990-2010)

Abstract

This thesis seeks to examine the political parties within Afghanistan between the years 1990 and 2010. Chapter one covers the introduction and theoretical framework of political parties. Then, chapter two discusses Afghanistan's history, geographic location, ethnic composition, economic status, the Civil War (1992-1994), the war between the Taliban and the Northern Coalition (1994-2001), and the military interference of the United States. The third chapter explores the scope of the political system in Afghanistan, i.e, the legislative, executive and judicial powers. Next, chapter four surveys the history of the political parties in Afghanistan ranging from the very first constitutionalists to the rise of political parties. To clarify, the political parties of Afghanistan upto 2001 are covered under separate headings labeled "left parties" and "right parties". Chapter five covers the political parties that materialized after 2001. In this section, with the help of statute of the parties, meetings with the leaders and managers of the parties, and political analysts, the parties are categorized into Islamist political parties, ethnic and tribal parties, and Democratic parties. Towards the end, the thesis answers questions like " What are some reasons for the increase of political parties in poor countries like Afghanistan?" and "Are these political parties in the country of any real use?". Finally, the thesis elaborates on the best and most useful government systems that political parties suggest for the future of Afghanistan.Key Words: Afghanistan, political parties, civil war, Islamic parties, democraticparties and ethnic parties.

Yüksek lisans tezi olarak ele alınan bu çalışmada 1990-2010 yılları arasında Afganistan?da oluşan siyasi partileri incelenmiştir. Bu süreç içerisinde ortaya çıkan partileri incelemeden evvel çalışmanın ilk bölümünde, siyasi partilerin teorik çerçevesi anlatıldıktan sonra ikinci bölümde ülkenin tarihçesi, coğrafi konumu, etnik yapısı, ekonomik durumu, 1992-1994 yılları arasında yaşanan iç savaş, 1994-2001 yılları arasında yüz gösteren Taliban?a karşı Kuzey Koalisyonu tarafından yürütülen savaşlar ve ABD?nin Afganistan müdahalesi irdelenmiştir. Üçüncü bölümde Afganistan? da siyasal sistem kapsamında yasama, yürütme ve yargı erklerinin işleyiş tarzları ele alınmıştır. Dördüncü bölümde birinci meşrutiyetçiler olarak bilinen ve 1903 yıllarında oluşan siyasi akımdan başlayarak siyasi partilerin oluşum süreci incelenmiştir. Bunun daha kolay anlaşılması için siyasi partileri sol ve sağ olarak iki başlık altında ele alınması uygun bulunmuştur. Beşinci bölümde 2001 yılından sonra ortaya çıkan siyasi partilerin programları ve siyasi parti yöneticileri, milletvekilleri ve siyaset bilimciler ile yapılan görüşmelerden yola çıkılarak bu süreçte ortaya çıkan siyasi parti islami, etnik ve demokrat partiler olarak üç başlık altından incelenmiştir. Çalışmanın son bölümünde giriş kısmında ortaya atılan “ Afganistan gibi fakir ülkede bunca partinin boy göstermesinin nedeni ve partilerin siyasi arenada söz sahibi olamamasının nedenleri nedir?” sorusunun cevabi aranmıştır.Anahtar Kelimeler: Afganistan, siyasi partiler, iç savaş, islami Partiler, demokratpartiler ve etnik partiler.
